Es un escenario de participación democrática que le posibilita a la ciudadanía planear el desarrollo de cada una de las comunas y corregimientos de Medellín y tener incidencia sobre el presupuesto público (5% del presupuesto de libre inversión del municipio). Permite además:
Generar reflexiones en torno a lo común, lo público y lo colectivo.
Definir las prioridades de inversión en cada comuna y corregimiento para contribuir a superar las problemáticas enunciadas en cada Plan de Desarrollo Local.
Fortalecer las relaciones entre la Administración Municipal y la ciudadanía.
